Fair and Balanced Government

Bush sends Congress emergency spending bills for his three-year-old wars, then has a fit when senators add earmarks for their own pet projects. He may not pay attention to polls, but they do. The fall election is the only emergency they see, and earmarks are the best tools they have to use.
