By refusing to appoint conferees the Speaker kept the House from instructing them to support McCain’s anti-torture amendment to a military spending bill. Bush and Cheney both oppose the amendment and Hastert doesn’t want to embarrass them. How could you embarrass anyone who endorses torture?

The report might fall short of clarifying how Bush misused intelligence, but Reid saved almost three hours of Senate budget slashing and tested a tool for filibuster retribution.
