needed a library so $7.5 million in
“biological and energy research”
funds was earmarked to build it.
Democrats thought that violated
a policy against using federal funds
for school construction, but Hastert’s
office explained it would be a “green”
structure that would “cut down on
fossil fuel costs and make the most
of alternative natural resources.”

Aurora, Illinois got $24 million
in four years, but none of it was pork,
