“downwind� communities wait
to solve problems with their air
until “upwind� polluters fix theirs.

Representative Joe L. Barton,
author of the provision, says
“I’m not trying to abolish standards
or gut the Clean Air Act, I’m just
trying to find a more realistic
solution to a real-world situation.”
Industry agrees. Asthmatics wheeze.
